As stated on the PPST's home page, the numbers printed represent a relative index to a base device as indicated in the first column of the "PPST index results" box. If the numbers under the "This printer" column indicate a 1.0, then your printer is as fast as the base device. If the bottom number is 5.0, then it is 5 times faster than the base device. Lastly, if the number is less than one, for example 0.8, then your printer is slower than the base device.
On the final page, PPST-I is for bitmap image rendering speed, PPST-G is for graphics speed, PPST-F is for Font speed, PPST-R is for memory speed, PPST-M is for math speed and PPST is time taken from beginning to end, so it also includes the time taken to actually print each page. The "Port data reception" is for time taken to interpret the file and store it into memory.
